There are some hemp farmers who are allowed to grow the largely THC-free varieties, you will find them here. In some botanical gardens there are individual specimens, and in hemp shops you can occasionally buy Indian hemp plants (Cannabis indica), which have more THC. Collect exclusively from female plants, only they contain the active ingredients.
